Audiences group by the question they arrive with, because that is what a visual identity has to answer. Underwriters read for risk. Partners and buyers read for opportunity. Communities read for trust.
The routing rule: every deliverable resolves to exactly one register. Where the audience is mixed or unknown, it resolves to Universal — that is the default, not a fallback of last resort. An author who cannot confidently place a deliverable uses Universal and is correct.
These replace R-01 through R-04 and the colour conflict map. The conflict map is retired: it was a symptom of five sub-palettes being too granular for one palette to survive, and the consolidation removes the cause.
